The battle to win the Republican Iowa caucus is the most expensive on record, with over $120 million spent on ads by the campaigns and their affiliated political action committees in the Hawkeye State, according to data provided to CNBC by AdImpact. Around $84 million of the $120 million total ad buys came from campaigns and allies of the top three candidates, Trump, Haley and Florida. DeSantis' campaign and two outside allies have spent a combined $30 million on TV, digital, and radio ads in Iowa. One of the two DeSantis super PACs, Never Back Down, has knocked on over 915,000 doors in the Iowa, according to the organization. As for Trump's super PAC, MAGA Inc. would not provide data on what efforts they've made outside of their ad spending in support of the former president.

Ron DeSantis and his state political action committee allegedly violated federal campaign finance laws by directing or transferring more than $80 million to a federal super PAC, Never Back Down, the nonpartisan watchdog group Campaign Legal Center says in a new complaint. "Soft money undermines federal campaign finance laws because it is, by definition, money raised and spent outside the scope of those laws," Saurav Ghosh, the Center's director of federal campaign finance reform, said in a statement. A Mississippi environmental regulator has denied claims that the state agency he leads discriminated against the capital city of Jackson in its distribution of federal funds for wastewater treatment. Most of Jackson lost running water for several days, and people had to wait in lines for water to drink, cook, bathe and flush toilets. The EPA announced on Oct. 20 that it was investigating whether Mississippi state agencies discriminated against the state’s majority-Black capital city by refusing to fund improvements to the water system. EPA Administrator Michael Regan has visited Jackson multiple times and has said “longstanding discrimination” has contributed to the decline of the city’s water system. But more than that, he said, Republican voters are exhausted.

Tate Reeves, a Republican, has blamed Jackson’s water problems on mismanagement by city leaders. Reeves declared an emergency for the water system in late August and brought in out-of-state crews to help make repairs. Before the city’s latest water crisis, though, Reeves expressed his own opposition to state funding for Jackson water improvements, saying he wants to hold down Mississippi’s overall debt level.
